Voting Question: Is it to late to go to a decent college?

I am almost done with sophomore year, and i will admit it, i screwed up. I thought basicly i would move out of my crappy city of Clarksville Tennessee(Its by nashville) and run away to L.A., Atlanta, Miami the momment i graduate, or some other big city only supporting for myself. But it wasnt until my 3rd quarter of my sophomore year that i realized wanna do something more with my life then living in an studio apartment. Well my GPA is really low( somewhere around a 2.0, or 1.9) But due to getting bad grades third quarter I'm also screwed for this semester to. Therefore I've screwed up all sophomore year. Well i want to know is it to late to raise it up to the high 2's, low 3's in time to apply to a state school like Ole Miss or West Virginia University, or University of Tennessee. Or am I screwed. I am planning on applying after my first semester of senior year giving me a ear and a half to bring it u to a high 2 low 3, and i havn't taken act's.
